Beyond Decoding: Why Fluent Word-Callers in Years 4–6 Are Not Yet Readers—and What to Do About It
When Decoding Is Not Enough
There is a moment many KS2 teachers will recognise. A pupil reads aloud with apparent fluency—each word correctly identified, the pace steady, the pronunciation accurate—and yet, when asked what the passage was about, they offer a blank look or a vague summary that bears little resemblance to the text. The pupil has decoded. They have not read.
This phenomenon, sometimes described in research as 'barking at print', is more common in Years 4 to 6 than many practitioners realise. Because phonics programmes are rightly celebrated for teaching children to unlock written words, there is a tendency to assume that comprehension follows naturally once decoding is secure. It does not—at least, not automatically. Decoding and comprehension are distinct cognitive processes, and the transition between them requires deliberate, sustained teaching.
Understanding why this gap exists is the first step towards closing it.
The Cognitive Distinction Between Decoding and Comprehension
Decoding is fundamentally a code-breaking skill. It requires pupils to recognise grapheme-phoneme correspondences, blend sounds, and retrieve words from memory. It is systematic and, to a significant extent, teachable through structured programmes. Once automatised, it operates largely below the level of conscious thought.
Comprehension, by contrast, is a far more complex and multidimensional process. It demands that readers activate prior knowledge, infer meaning that is not explicitly stated, monitor their own understanding, construct mental models of texts, and integrate information across sentences and paragraphs. These are not skills that emerge spontaneously from decoding ability; they must be explicitly taught and practised over time.
The Simple View of Reading, a model widely referenced in UK educational policy, identifies two distinct components of skilled reading: word recognition and language comprehension. Phonics instruction addresses the former. What many schools underinvest in—particularly once pupils move beyond KS1—is the latter.
Why the Plateau Appears in Upper KS2
For many pupils, the phonics plateau becomes visible precisely when text demands increase. In Years 4 to 6, pupils encounter longer sentences, more abstract vocabulary, complex narrative structures, and non-fiction texts that assume a degree of background knowledge. A pupil who decoded their way through straightforward early-reader fiction may find themselves adrift when confronted with a chapter book that relies on inference, or a history extract dense with unfamiliar concepts.
Vocabulary is a particularly significant factor. Research consistently shows that vocabulary breadth is one of the strongest predictors of reading comprehension. A pupil who can decode the word 'parliamentary' but has no semantic anchor for it gains nothing from the decoding. Word recognition without word knowledge is a hollow achievement.
Teachers should also be alert to pupils whose comprehension difficulties are masked by confident oral performance. These children often develop sophisticated coping strategies—answering questions using vocabulary from the question itself, offering plausible-sounding responses, or relying on class discussion to fill their interpretive gaps. Without careful assessment, their difficulties can go unnoticed for years.
Practical Strategies for Bridging the Gap
Teach Inference Explicitly and Systematically
Inference is not a mysterious gift; it is a teachable skill. Begin by making the inferential process visible. Use shared texts to model your own thinking aloud: 'The text says the room was cold and the fire had gone out. It doesn't tell me when the character arrived, but I can infer from this that they've been gone a long time.' Label this process clearly. Introduce the language of inference—'the text implies', 'I can deduce', 'this suggests'—and require pupils to use it in their responses.
Gradually release responsibility so that pupils practise inference in pairs, then independently, using a consistent structure such as 'quote, inference, evidence'.
Prioritise Vocabulary Before Reading
Resist the temptation to introduce new vocabulary only when pupils encounter it within a text. Pre-teaching two or three key words before a reading session reduces cognitive load and allows pupils to focus their attention on meaning-making rather than decoding unfamiliar terms. Use rich, contextualised introductions rather than dictionary definitions: show the word in multiple sentences, discuss connotations, and invite pupils to connect it to words they already know.
Build Background Knowledge Deliberately
Knowledge gaps are comprehension gaps. If a class is about to read a text set during the Second World War, a brief but substantive discussion of relevant historical context is not a distraction from literacy—it is literacy. Teachers who invest time in building the knowledge pupils need to understand a text will find comprehension improves markedly. This is particularly important for pupils from disadvantaged backgrounds, who may have had fewer opportunities to accumulate the incidental knowledge that more advantaged peers absorb outside school.
Use Structured Comprehension Frameworks
Strategies such as Reciprocal Teaching—which incorporates predicting, questioning, clarifying, and summarising—give pupils a structured approach to monitoring their own understanding. These frameworks are especially valuable for pupils who read passively, allowing text to wash over them without actively interrogating it. Introduce each component separately before combining them, and use collaborative small-group practice to build confidence.
Make Rereading a Habit, Not a Remedy
Proficient readers reread as a matter of course. Many struggling comprehenders, however, treat a first read as final and authoritative. Normalise rereading by building it into classroom routines. After a first read, ask pupils to identify one sentence they found confusing and return to it with a specific purpose: to identify the subject, to clarify a pronoun reference, or to consider what the author might have meant. This reframes rereading as active inquiry rather than an admission of failure.
Rethinking Assessment in Years 4–6
If teachers are to identify comprehension difficulties early, assessment practices must extend beyond reading accuracy. Miscue analysis, retelling tasks, and structured comprehension conversations provide far richer evidence of a pupil's reading than a standardised score alone. Listening to a child explain what they understood—and what confused them—reveals the quality of their meaning-making in ways that a multiple-choice test cannot.
Teachers might also consider maintaining brief reading journals in which pupils record questions, confusions, and connections as they read. These artefacts offer invaluable windows into the comprehension process and can guide targeted intervention.
The Longer View
Phonics is a foundation, not a destination. The considerable success of systematic phonics instruction in UK primary schools has given a generation of pupils access to the written word. The task for teachers in Years 4 to 6 is to ensure that access becomes genuine engagement—that pupils do not merely call out words, but inhabit texts, question them, and grow through them.
Bridging the gap between decoding and comprehension is not a remedial project. It is the very heart of what literacy education in upper KS2 should be.
